If you are looking to get a shredder that would be suitable for 10-20 users and you are happy with din2 level of security, you should really look at this rexel mercury rds2250. It is very efficient, doesn't jam and as for quite a large machine it isn't too noisy.

Rexel Mercury RDS2250 is truly an amazing professional shredder and the price here is very very competitive! This machine provides a reasonable security level (DIN 2) which means it cuts paper into 5.8mm strips making it almost impossible to recover (unless you're waste is collected by CIA or something like it). It takes up to 22 sheets of 80 gsm paper in one go so it is worth to either check what thickness of paper are you using or simply decrease the amount of sheets you feed the machine with in order to avoid jams. This shredder is quite heavy (a bit over 5 stone) but the built in wheels allow easy moving. I have to admit that it apart from all its great functions it has a very elegant and high end design.
